Vladimir Belis attended the courses at the Bucharest Faculty of Medicine between 1948-1954. In 1959 he joined the Bucharest Carol Davila Medical University where he became professor, in 1990. The same year he became head of the legal medicine department at the same Carol Davila Medical University. His list of publications is including 5 monographs, 5 courses and textbooks, and 185 published papers. Some of them are reference textbooks for the practice of legal medicine practice in Romania: Mechanical traumatology in medico-legal and judicial practice; Toxicological, clinical and medico-legal aspects of alcoholism, Guidebook of medico-legal practice, The microscopic investigation in legal medicine (won the Romanian Academy prize in 1995), Guidebook of medico-legal emergencies, Forensic genetics.
A special attention deserves the edited two Volumes of Treatise of Legal Medicine, released in 1995 - a synthesis of the most recent advances in recent legal medicine. Vladimir Belis won international recognition and became member of prestigious academic societies such the International Academy of Legal Medicine (1973); New York Academy of Sciences (1998); US Academy of Forensic Pathology (2000). Thus the modernisation of the Romanian Society of Legal Medicine is tied to professor Belis, who continues to lead the Society until today. Thanks to his personal efforts, the Romanian Journal of Legal Medicine was rejuventaed in 1993.
As president of the Bioethical Committee of the Romanian Academy of Medical Sciences he managed to bring to the Romanian audience, the awareness of ethical problems in medicine. In 1998 he became the representative for Romania of the Bioethical Committee of the European Council. As executive of the Transplant Committee of the Ministry of Health he introduced the Romanian legal basis for organ tissue harvesting and transplantation.
Vladimir Belis was involved as well in the forensic medical activities on the campaign against drug traffic and is a member of the Anti-Drug Traffic Romanian Association (ARLID) since 1994. Maybe the most important achievement of professor Belis is the introduction of the legal framework on organization and the activity of legal medicine institutions in Romania, ratified by the Romanian Parliament in 2001.
On 18 october 2000, professor Belis was awarded with the National Order – for the merrit – as Rank of High Officer by the Romanian Presidency.
